I started a second account and am now at level 102. I completed the New Dawn goal along with the Green Dawn and the Red Dawn but have not received the eternal flame or flower pot to boost my habitats.

Is this a game glitch or have they been removed?

I have already sent a ticket about the Red Dawn issue to Storm8

Did you go into the market and buy them? They are not given automatically. They show up in your market and you can buy them after you unlock them.

I updated all the reward views a few years ago to say 'visit the market', and complaints are more rare now, but I think players still dismiss the text.
