There are players maxed out on permits! I can't even imagine that! But then I never thought I'd see the day I'd be maxed on mithril and yet...here I am.
Then they should expand because a bunch of new areas opened a couple months ago and lots of expansion permits/explorer permits are needed for those. There is no way anyone could be fully expanded and be maxed out on permits.
