Sorry, I’ve only just seen your reply! Like others have since said, I just happen to check the mines after I’d planted for goal 4, so I don’t know whether they would have spawned during an even earlier goal. They don’t come into play (requirements wise) until goal 5 though, so may well have been possible right from the start
