Can the advances players keep us informed if the situation changes/ if the Ice Cream Spires and Watchtowers DO start to spawn Angriest Gnomes?

I noticed I don't have that many Spires and Watchtowers, so I'm crafting Toadstool Spires in the Builder's Guild in preparation of Goal 10/11
