I have collected from him 3 or 4 times in each of my 2 kingdoms and haven't gotten any tickets or permits unfortunately.

I did get an enchanted lantern from something I collected and I'm not sure which item. That was in my lower level kingdom, level 31 or 32 and I am nowhere near needing them yet.
