The side goal for the Racchrome doesn't pop up if you don't have the Pastel Penguin yet, which leads me to a question: Can I still breed for and possibly obtain a Racchrome if the side goal for it hasn't poppped up yet? Do I have to have a Penguin before I can even try for the Racchrome? I'm usually pretty knowledgeable, but right now I'm stymied.

Useally u can, because it's available in your shop as breedable. But if you don't have the Penguin task completed, you also can't get the reward for part 2. Keep that in mind, or it most be auto completed, after you got the penguin. But don't think that will happen. But yes you can try for Racchrome.
Its not different from the past trio's, which you need two from that trio to obtain the last one. So this also counts for this one i think. If you dont have both, you can't get the last. My advice; try to breed the first, and get the rewards, and continue breeding for trying the 2nd one, and collect the rewards for those. Good luck. Hope you get them both.
