Not the best solution but I guess anyone who is encountering this problem can sell 1 Ice Cream Machine, then Buy the required amount (1) with coins to complete Part 1 of goal.
I'd rather do this than use my gems (as I've no free gem ads/gem dispenser).

i bypassed the step by using 2 gems
as using precious parts to build another one was not seeming like a great idea to me
