Yes, it is safe to hatch and evolve any of the dragons ahead of time (Foxglove, Buttercup, Hyacinth). I have always done it and never had an issue. However, you must wait to do the breeding tasks when you are prompted to so you can't "Breed with a Mist Dragon" ahead of time.
Also, when crafting the decorations, leave it in the Spell Shop until you are prompted to place it, so for example "Start crafting a Veggie Box" in Chapter 4 but don't put it on your island until you are asked to "Craft and decorate with a Veggie Box" in Chapter 5.
