no, i didn't i just didn't have 600 nbrs
i had around 90, so i just invited several guys, and as soon as first 3 of them accepted me, the goal was completed

i can suppose that this thing happened because when the goal was first released (in 2012), nobody had 600 nbrs

and unfortunately i have no i dea how it works when you have 600 nbrs - when you try to invite anyone, doesn't it tell you that you cannot do that because you are maxed?

I'm at Decorating Part! Asking me to add 3 neighbors but it's at 100%???????? I have 600 neighbors!! What do I do????? I added 3 new ppl but it didn't work ?? Help me pls 

I believe on this type of goal, you cannot add someone that use to be a neighbor, but someone brand new. Also I also think that the other person has to accept your invite for it it count.

Have you checked to see if these 3 players did accept your invite and are now your neighbors?

You should be able to have 2000 neighbors, including pending invites you have out.

I never got an option to buy , or as a goal,, to get the goddess racks,, I never saw that option, or goal,,,
