'Spring in your step' Goal and 'Hot Cross Buns'

What appliance do I need in order to make the 15 hot cross buns for the Spring in your Step goal?

Is it the 'Blooming Range' that's also aboard of the goal? (I haven't built it yet, waiting on another appliance spot to open at LvL 23.
