How do I switch my device game to the cloud game And the cloud game to this devise game. somehow they got swapped and now Facebook is synced with this device game which it should be synced with the cloud game how do I change it cannot be fixed

Your Cloud Account is now connected to both Game Center and Facebook. If you want to log out of the game progress connected to the Cloud Account, you will need to sign out of both Facebook (within the game) and Game Center (through their device Settings).
It's connected to both Facebook and Game Center though so that means you can sign into either to access the progress tied to your Cloud Account.
