Thanks for responding. I figured it out. You have to purchase Halloween related floor decor. Floor tiles, tables and chairs (regardless if it is Halloween themed) does not apply.

Is anyone else having problems with the value of dishes.. I had a two star dish giving me only 3 points and earlier a four star only gave 27 points... obviously a glitch... or is that the values on day 1? I have refreshed game lots of times...
