What can I use Silver cowbells for?

You can use it to purchase the goat skin in Market or use it for crafting Gold Lure in the Bait Shop.

I’m so frustrated with getting silver bell after silver bell. I have only received 2 gold bells with 42 silver. Wish we could trade them in for gold or bronze.

Silver bells are only useful if you have had enough gold bells to unlock the fish lure :/ I unlocked the smokehouse with my gold bells, and since then have never had a single delivery needing any smoked items so it sits dormant, and have never had another gold bell drop so cannot unlock the lure. An idea might be to be able to swap (for example) 20 silver bells for a gold bell??
