Neighbors keep requesting for building materials non stop

I'm curious about this as I have some neighbors who seem to keep requesting building materials daily despite not having anything that they are building on their farm.

Does anyone know how this is done and what the purpose is. It's pretty easy to build something and ask for materials within a day or two and materials can't be sold like dog bowl or animals so it really doesn't make much sense to me.

Are they asking for items to make sheds or silos? If so they probably sell them after they are built and keep building new ones for the xp. I used to do the same.
