Poppy Pony Expansion 80 Runes?

I have expanded right next to Poppy Pony then saw the Runes required were 80 and I can only get 70. What is the expansion or level criteria for my Rune limit to be increased to 80 so I can expand here?

I am level 88 with 56 expansions

Do you have other areas you can expand too? This area does require 80 so you will have to keep expanding other areas first, then you will be able to
expand this area.
