This means that leprechaun coins are obsolete. They don't do anything now.
If you have the goal Lucky Magic and you do not have the cauldron, this goal is obsolete. All goals have to be completed before the event expires. The timer on this goal is obsolete. However....
What the Lucky Magic goal does allow for (according to what was posted by S8) is for you to use the cauldron to complete this goal. You must have earned the prizes to complete this goal.
If you were eligible for the community prizes, the leprechaun and the rainbow gate will drop lucky clover and lucky magic for you to use in the lucky workshop. If you have a L5 float, this also has a small chance for both of these items too. It may take you ages to get enough items to do a trade though.

Tips and Notes:
* Starts: 03/03/2016 12PM PDT - Ends: 03/21/2016 4PM PDT
* The total number of Leprechaun Coins is updated as soon as they drop, not when they are collected.
* You get the Lucky Workshop when you have reached the 3rd Individual prize
* You get the Lucky Cauldron when you have reached the 5th Individual prize.
* RESPONSE FROM S8 ON TIME DIFFERENCE WITH GOALS: The Lucky Magic goal has an additional week of time because the items required for that goal are prizes from the event. Users who earned the prizes but didn't place them will have an additional week to complete Lucky Magic.
* The Lucky Workshop/Lucky Trade are permanent prizes! The Lucky Trade will remain available after the event ends - in effect, the trade is as much the 3rd Personal Prize as the workshop itself is
* The 4th and 5th Personal Prizes are the only guaranteed sources of the Lucky Clover and Lucky Magic you need to do the Lucky Trade.
* Additionally, the Parade Float Level 5, Leprechaun Gnome, and Rainbow Gate will continue to have an extremely rare chance to drop Lucky Clover or Lucky Magic after the event.
How does this event work?
To get the first individual prize, you need to collect 100 Leprechaun Coins. When you reach the next number shown on the Event screen, the next individual prize opens up for you. Keep collecting Leprechaun Coins to get to the next individual prize.
Once you reach 600 Leprechaun Coins, you are eligible for any and all of the prizes that are earned by the community (shown on the second row.

Help! I can't see the upgrade button?if you do not see the upgrade button, click somewhere else on the board and then click back on the Parade Float. The buttons should return. Force close if still not showing.

Ok, I should be sleeping but I'm too excited! I did my first trade in the Lucky Workshop and it just dropped this Golden Chalice for me and it has a 16 hour timer!!! Excited to see what it drops!
This was a prize from the Baron's Tent back in August '15. If it's coded the same, it'll drop 1XP, 50 coins and either a jewel or silver.

This is the Mermaid Pond - which is only available from the Market with 160 gems. Do not confuse this with Lorelei's Fountain which does not drop Leprechaun Coins.
