This is a very tough level, and you need to be good with bank shots to have a chance at winning.
You also want to always be looking at the colors of the two bubbles in your queue, and choose which to throw and which to hold onto for later by thinking ahead a move or two and determining what colors will be most useful coming up. This is a good tip for any level, but is essential for levels with barely enough bubbles to win.
At the start, you want to hit the two switches as quickly as possible, before the blowers fill the areas with bubbles and make it much harder. With properly thrown bank shots, you should always be able to hit a switch with your second thrown bubble - the first shot to clear the way and expose one of the switches, and the second shot to hit that switch. If your queue bubbles do not support going after the other switch right away, consider going after the available prize instead, and go after the switch later. One of the two firebomb prizes MUST be used on the first stage, to blow up the immovable stone, otherwise you cannot win the level because the screen won't scroll far enough. Try to throw this firebomb in a way to take out the stone and some of the nearby blowers, too. Ideally you will be able to hold onto the second firebomb for use in the second stage.
As for balls dropping or not when a chain is opened, in any level of the game with chains, you can look directly underneath the chain to see if it is covering any bubbles, and where they are. Bubbles that are below the chain (i.e., in the stage preceding the chain) and are directly in contact with any bubbles underneath the chain will still be around after the locks are popped and chain removed, because they are being held in place by those bubbles under the chain.
