I upgraded the event building to Level 5, but the game did not register the earlier goals. They aren't ticked off, and I can't advance to collect from Sparking Mines and craft the next item. Oddly, the Black Queen is spawning when I collect from the Level 5 building. I did put in a Support ticket.
It's not my device software, my other 3 accounts all upgraded normally. We didn't have an internet outage, I was streaming a show while playing.

It looks like you completed this quest already for this account. If you upgrade the building before you reach this quest, the upgrade is retroactive but collecting the items won't count until you are on the quest.
I hope this helps clarify so you can plan in future events. Sorry for any confusion!
