When you upgrade to L10, Herc goes straight to inventory. It doesn't come up with a 1x1 square for it to be placed on board. Can you please double check your storage given now a day or so has passed...

You really only need 6 hours for the last craft. Send out requests to those neighbours you've replied to and in the meantime craft the items for the final level.
