No, decorations are just there for decor you know making your bakery more unique & more flavorful. I must say though I don't think it's a waste of gems or coins.

The only way to move the tiles, is to replace them with new ones of a differen't design, then the old ones will appear on the "Design Tab" then you just simply place them where you want them.
