Yup!
It's why I can no longer play the game, haven't been able to play in over a year. Every time a goal ends, all the items I'd just spent time and energy unlocking gets relocked for no reason. Sadly it's a known issue that seems to randomly happen to players but they don't seem to have any solid input for us as to how or why it's happening.
