Get three stars on every level for new puzzles

I am on level 72 after my progress got completely erased for no reason. I had to restart from level 1 and now the game won't let me access new puzzles. It says I have to get three stars for every level I played so far before Bruno the bear returns with more puzzles. This makes no sense and is almost impossible to do. Also, I reached much higher levels than 72 without the game ever asking me to get three stars on all levels.
