The character that usually gives the cream to make ice cream and affogato has stopped. Only gold paper. Is there anyway to make character give this item? I can't get any further in game.

There's a store that sells the cream (the one on the far right). Once you unlock that store you'll be able to buy it. I was stuck at the point you're at for a while, too.
