I've already flagged this to find out. It was the same last time with explorer permits. Will post if further information.
Very frustrating that I mapped out a plan to make the best use of the 1/2 time offer in the Royal exchange. I was intentionally maxed out on trade tickets so making the wind chaser permit was my only option. I should have been able to make two in the time it took to make one. 😤
