Declined Gifts count toward 20 daily now?

I?ve been noticing that the gifts you decline are now still being counted as part of our daily 20 limit. It doesn?t happen every day but enough that it?s difficult to build ovens timely enough to progress through the goals. Somedays I get barely half my limit because of all the non goal parts being sent.

Has anyone else noticed this?

I usually wait 30 minutes before I decline the next gift. I once read somewhere that you need to wait a bit in order for the system to record your choice.
