I think you need to complete and build the pet bed before you will complete the quest on having a tie cat.

im having same issue, finished the Devoted Companion and the gift was the Jack Russell, when i collect from my storage and place in my store it disappeared also another goal completion i recieved a hampster car it disappered! not fare
