Deleting neighbors

I have a ton of neighbors that they never go up on levels anymore so I?m assuming they?re done playing. I tried deleting but they won?t delete. I went to neighbors, edit, remove ... it processes but nothing happens. The gift & visit buttons are blue, the remove button button is grey. Am I doing so thing wrong or is this a bug?

Are you trying to remove Stormy? If so he cannot be removed.
If you have other ones that will not delete, try force closing and reopening you game.
