Ah, sorry for the confusion. I'm not sure why you'd be able to Gift these on one iOS device, but not another. I'll let our engineers know. But I'm assuming that if you aren't able to build with certain building materials yet, this means that they are for an item that is not currently in-game but will require these items to be built.
