Is this even expandable?

Today I reached another 80 runes which meant time to expand. I've been working on the lower right half of the newest green island when I realized a line of four expansion spaces no longer had an expansion sign and clicking on an expansion sign further away didn't allow me to expand those either. Just wondering if those four spaces are completely unexpandable or it's just something with my game? And if anybody else does have those expanded, which space did you have to clear to be able to?
