Land Expansion

I stopped playing for a couple of months and have recently began to get into the game again. And I'm not sure if I've forgotten how or if it's been charged but how do I get the maps in order to create the expansion permits? I thought I had to ask my neighbors from the exchange but I can't seem to find the option for it. Any help with this would be greatly appreciated.

You do trades in the Royal exchange for trade tickets. When you have 30 trade tickets, you can make an expansion permit.
