Somewhere over the rainbow

Unable to buy the rainbow river because I need to level up.
Level up what? I'v been stuck on level 50 for years ... which structure should I remove?
Please advice. Thank you.

It won't let me buy it either. We are max on something but we don't know what yet.. Since they put a max on every thing ,
