How to report a vulgar player?

I am very sorry to hear that your neighbour is having issues in game. I have removed some details from your post because discussing inappropriate in game behavior is not forum appropriate due to privacy reasons. It's very kind of you to seek help on behalf of your neighbour. Please ask your neighbour to do the following.

To report a player for inappropriate behavior, please contact Support via support form (http://support.storm8.com/hc/en-us/requests/new). Provide them your storm ID, game name and the game name and storm ID if you know it of the offender. Attaching screen shots of your wall is very helpful.
