Level 7 is adult
Level 10 is epic

Hi. The next act for the dragon tale is raise my frozen dragon to level 11... how am I supposed to do that if 10 is max level???

If you have a Nobel Crystal (available for purchase in Market under Buildings tab) you can raise your dragons to level 15 :)

I'm trying to win my 19th battle, but my highest dragon is level 15 and the one being fought is 19. How can I win?

You'll find a fair number of level 15 dragons have a 45-55% chance of beating a level 19 dragon.
