No, you dont have to pay for gifts or tips. You can send as many gifts as you have neighbours... you can send 1 gift to each neighbour every day, but you can only accept 20 gifts, so you may see a message when you send a gift saying that some of your neighbours have already accepted their 20 gifts that day.
