Yesterday I got a popup that boosted breeding this weekend would be free. However I see today it still costs 200 coins. How is this a 'free' boosted breeding weekend?

I noticed this too. Have you found anything out yet?

Free as in you do not have to spend money on gold to boost breed. For a limited time you can purchase with coins that you earn in the game.

But it's still not free. At least you could clarify that. It's confusing--I thought because I am only at level 55 I didn't qualify for 'free' boosted breeding. Maybe change the language to 'Save your gold, it's only 200 coins!' It seems lazy not to correct this obvious error.
