Traffic cones have also disappeared for me. I was getting cones/lights for every order, but I've mastered two shops now and haven't seen a traffic cone in quite a while.

I have dry spells like yours too. Try delivering more business orders and see if it gets better. :) You can update your game to version 1.2.6 and try too.
