Can't find gems I bought online

I bought gems online, put in my info and everything went fine. Then u accepted iTunes conditions etc, and my gems haven't shown up yet, and there is a new white icon on my iPad with the caption waiting...
What does this mean, I did see a message after I had accepted terms and conditions saying I had to download something but not sure what that was. Sorry if I sound like a retard :)

I think something is going on with the gems? I'm on iphone4 and I can't even get the gem packages to pop-up. I hit add and nothing happens. Same on restaurant. Friend tried... Same prob.

Ivtried to download gems but I keep getting a message saying I have to download the app to make the in app purchase. But I already have the app meaning bakery story obviously so shy can't I get gems
