Expansion Options Changes

After gaining 20 friends I tried to expand my store. The system wouldn't let me because " you don't have enough friends"
Then the system was down for updates. After it was back up all the expansion options related to how many friends one had were all gone. Now the only expansion options available have to be "purchased".
Why were the options changed?

You have to purchase every expansion. It's just that you have to have a certain number of neighbors to be able to purchase it. Once you get the required number of neighbors, the price shows up.
