Permit for entertainment business gone

I hope you can help me.

I cannot build any entertainment businesses anymore, because the permit is gone.
I have currently no non 5-Star e-businesses.

It looks like the permit was not returned once I finished the last e-business.

Any ideas how this can be fixed?
