Expansions past main island?

Just noticed that there is listed an expansion to another island? which calls for level 99. Is there one on the other side for a lesser level and if anyone already expanded there what were the requirements?

The other island available is the one linked by the City Brooke Bridge. The other 2 bridges are currently unavailable.
