Cake level 3 upgrade

I'm on level 3 of the cake upgrade and it shows I need balloons (which I'm getting) plus what looks like a cup with sparklers. When I touch on the cup, it says it comes from the Chocolatier. But when I go to the Chocolatier, it's not there. I have tried force closing the app, turning off my iPad, but still nothing.

This is not a bug. You will be able to craft the Party Favors when you reach Goal 6. If you want to upgrade ahead of your goal, you will have to buy party favors from others. Please read Post 1 to 3 in event thread.
