Big Difference in Exchange COINS using 10 or 100 GEMS

I don't understand why Lower Level Players are treated unfairly????

Level 13 Below Players get 40,000 Coins for 10 Gems
get 400,000 Coins for 100 Gems

Level 99 Players get 240,000 Coins for 10 Gems
get2,400,000 Coins for 100 Gems

There is a very GREAT DIFFERENCE especially for 100 GEMS! Isn't all the GEMS the same value?
