Gems for watching ads

I can get 4 gems for watching an ad (video) a couple of times per day but on my friend's phone - he doesn't even have that option to watch video ads, how can this be fixed?? Thank you in advance

The video feature goes out randomly. Hopefully you will friend will get this feature later on.
