Transferring from iOS to android

will i lose some dragons or items in the process?

You will not have the Arctic Isles at all on your Android, but when you go back to your iOS device, they will still be there.

Your game data is stored on the S8 servers, not locally on your device.

I swap between the two (Android phone, iOS tablet) all the time.

When Cartographer first came out, he was not available on Android, so there he just looked like a decoration, he didn't disappear.
