Floral Bouquet

Hi everyone,
How are you all doing? Is the Floral Bouquet harder to get in BS or do we need to be
at a certain level to get it?
I am at Level 99 in both BS & RS.
I already have it in RS, but got to Level 99 before BS. So, a little higher in Level 99 in RS.
