[Not Urgent]Locked Items Unlocking

This bug is not urgent as it doesn't disturb normal gameplay in anyway, but I thought it'd be useful to post it here anyway.

Ingredients that are locked by level are periodically shown as being unlocked - however you can't buy them. I can't work out what the trigger is.

Brown Sugar unlocks at level 35:
