City Hall Level 16 is big black block

After upgrading City Hall to level 16, the City Hall is an ugly black block, roughly 1 square in size. Ugly but it seems functional otherwise.

I have like that to. And now I can't do any more expensions without level up city hall to level 99. How do I do that when I don't have any more space?

I also have a big black block instead of a city hall. And I can't expand anymore, it says I need to be level 99. That's a looooong way from level 16, is my thinking.

Small black block here, instead of the city hall. The block is 1/12 size of the city hall, but requires the full surface.
The above and having to wait until I make it to level 99 in order to be able to expand are my only complains so far.
I could live with the black block city hall, but please remove the cap level for the actual possibilities of expansion, because I am out of places for buildings, therefore I have no idea how I could possibly reach that 99 level without being able to develop my city.
