Shimmering strands?

Where are the glimmering strands? Supposed to be at the magic garden, but I have been there 3 times without receiving them, what am I doing wrong?

You're not doing anything wrong. :) It seems to me the average wait time for a drop is around 7 collections/days. I think that's why we are getting a month to complete part 3 before part 4 starts end of Feb.
