THe Maximum Food Item Level

I have some questions regarding the food item levels. I have one dish is at lvl 4 and at the max of lvl 4, currently have 3 cheft hats, and there is one empty cheft hat available, no matter how many times that i cook that dish again, it won't upgrade to the next level and gain that last hat, anyone can answer?

I don't know this for sure but I saw this answered before and it said that you would never get that last hat as you have reached the max level. Maybe the intention was to have more levels but they haven't done them yet...

you can lvl food to lvl 40. yr restaurant is bugged.
