Tools sale... I see the pop up but I can't buy

How do you buy the tools? I get the pop up, then I cannot buy it. There's no buy tool icon. Help??

I am sorry but there is not an option to buy parts alone. You will need to click on expansion or upgrade. You will see discounted gems prices for the parts.
